BACKGROUND INFORMATION:

                     This ordinance is a sister ordinance to the Collin County Metal Recyclers Ordinance;

                     The City of McKinney Public Works Yard was burglarized August 1, 2011, when thieves made off with valuable copper tubing;

                     This ordinance will make it more difficult for criminals to turn stolen metals into cash at our local scrap yards;

                     Additionally, provisions under this ordinance will make identifying suspects easier for local law enforcement when investigating such crimes;

                     Metal thefts is an increasing crime that causes insurance rates to rise, untold victim aggravation ,and the city’s crime stats to increase;

                     This ordinance, when combined with the Collin County ordinance, will solidify the front against illegal metal scrap sales.

FINANCIAL SUMMARY:

                     The annual fee for a license issued is $245, payable to the City of McKinney
