RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $287,235, as well as all required supplemental agreements thereto, with LJB, Inc. for professional consulting engineering services for the Gerrish Pump Station 18 Inch Waterline Replacement Project (WA2549), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $330,000.
BACKGROUND INFORMATION:
• Public Works performed an inspection of the existing 60-year-old 18 inch water line from the Gerrish Pump Station to College Street and determined it needed to be replaced from the eastern side of the DART railroad to College Street along Gerrish Street, Chestnut Street, East Graham Street, South Kentucky Street and across Finch Park.
• The City’s consultant modeled the existing 18-inch water line and determined a 12-inch water line will support the area because of the extensive water line network in the area now compared to 1960’s water line network.
• Public Works also determined that the segment of an 8 inch wastewater line on South Kentucky Street between Gerrish Street and Christian Street needs to be replaced along with the water line.
• The scope of the design generally includes:
o Topographical survey, subsurface utility engineering, and geotechnical investigations as needed.
o Development of routing options for the waterline especially when crossing Finch Park.
o Design of approximately 6,200 linear feet of water main replacement.
o Design of approximately 700 linear feet of wastewater main replacement.
• LJB Inc., previously called Grantham & Associates, Inc., submitted a response to RFQ 24-47 for On-Call Utility Design Services. They were one of sixteen firms shortlisted by the City Council on September 17, 2014.
• LJB Inc. submitted a proposal for this project in the amount of $287,235. The proposal includes fees for both waterline and a small section of wastewater line design.
• The preliminary opinion of probable watermain and wastewater main construction cost is $2,870,000
• The fee for basic services for the proposed 12 Inch watermain is $233,175 (8.12% of the engineer’s opinion of probable cost of construction) and the fee for special services is $54,060 (1.88% of the engineer’s opinion of probable cost of construction).
• The design of this project is anticipated to take approximately ten (14) months to complete with construction estimated to begin in spring of 2027.
FINANCIAL SUMMARY:
• This Resolution authorizes a design contract and any necessary supplemental agreements with LJB Inc. for an amount not to exceed $330,000.
• Funds are available in the Capital Improvements Program Project WA2549.
• With the approval of this item, $2,670,000 will remain in WA2549.
