RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

ITEM SUMMARY: 

                     The Airport has reached agreements with users of the new terminal for the following improvements:

o                     Construction of an approximately 4,000-square-foot support building for airline tenants (estimated construction cost of $1.5M to $1.7M).

o                     Construction of office space within the airport terminal for airline tenants (estimated construction cost of $50,000).

o                     Construction of the concession area within the airport terminal (estimated construction cost of $1M).

                     The additional improvements are the result of operational requirements and agreements with the airline / terminal users that were finalized after the original terminal design scope was established.

                     Garver, LLC, the A/E consultant for the McKinney National Airport Commercial Terminal Project, submitted a proposal in the amount of Two Hundred Seventy-Two Thousand, Eight Hundred Fifty and No/100 Dollars ($272,850) to provide additional A/E services associated with these improvements.

                     This Resolution authorizes the City Manager to execute an amendment to the agreement with Garver, LLC for additional architectural/engineering (A/E) services related to the McKinney National Airport Commercial Terminal Project (AI2250) for an amount not to exceed (NTE) $299,850, which includes an owner’s contingency of $27,000.

                     The following schedule is anticipated for the work:

o                     Design / Bidding - one (1) month (completed in September, 2026)

o                     Construction - six (6) months (completed in February, 2027)

 

BACKGROUND INFORMATION: 

                     Garver, LLC, the current A/E provider, is an engineering, planning, and environmental services firm with extensive experience in aviation, transportation, buildings, construction engineering, and inspection services.

                     Garver, LLC was selected in 24-45RFQ as the Airport’s engineer of record for the McKinney National Airport Commercial Terminal Project.

                     Garver, LLC has performed satisfactorily as the engineer of record for the McKinney National Airport Commercial Terminal Project and is familiar with the project’s design, construction requirements, and ongoing coordination needs.

                     Continuing with Garver, LLC for the additional improvements provides continuity with the existing terminal design and allows the additional work to be efficiently coordinated with the overall terminal project by minimizing duplication and maintaining design responsibility and consistency.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes an amendment to the agreement with Garver, LLC for additional professional A/E services, including potential changes to the scope of services, for an amount not to exceed $299,850, which includes an owner’s contingency of $27,000.

                     If approved, the addition of $299,850 for the additional design services will increase the contract with Garver, LLC to 11,059,210.

                     Upon approval of this item and three companion agenda items, including amendments to the Construction Materials Testing (CMT) Agreement, professional Owner’s Representative Agreement, and Building Systems Commissioning (Cx) Agreement, $869,540 will remain available within Project AI2250.  No additional appropriation is requested with this item.

                     Based on current combined construction cost estimate of $2.55M to $2.75M, sufficient funding for construction of these additional improvements is anticipated to be available within the contingency funds included in the Swinerton construction contract.
