RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $516,340, as well as all required supplemental agreements thereto, with Cobb, Fendley & Associates, Inc. for professional engineering services for the Intersection Capacity Improvements (FY23) Project (ST2303), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $600,000.

 

BACKGROUND INFORMATION:

                     The FY23 annual budget includes funding for various citywide intersections capacity improvements under Capital Improvement Project ST2303, Intersection Capacity Improvements Project.

                     The following intersections are in need of capacity improvements based on current traffic volumes and future traffic projections:

o                     White Avenue and Community Avenue

o                     White Avenue and driveway to Westcreek Ranch Apartments

o                     US 380 and Lake Forest Drive

o                     Eldorado Parkway and Lake Forest Drive

                     At White Avenue and Community Avenue, a right turn lane will be added to the westbound approach.

                     At White Avenue, the left turn lane into the driveway to Westcreek Ranch apartments will be added to the westbound approach.

                     At US 380 and Lake Forest Drive, dual left turn lanes will be added to the northbound, eastbound and westbound approaches along with removing the refuge islands on northwest and northeast corners.

                     At Eldorado Parkway and Lake Forest Drive, dual left turn lanes will be added to the southbound approach.

                     Cobb, Fendley & Associates, Inc. submitted a response to RFQ 21-41 for On-Call Roadway Design Services. They were one of eleven firms shortlisted by City Council on September 7th, 2021.

                     Cobb, Fendley & Associates, Inc. submitted a proposal for this project in the amount of $516,340.

                     The preliminary opinion of probable construction cost is $3,332,510.

                     The fee for basic services is $313,390 (9.40% of the engineer’s opinion of probable cost of construction) and the fee for special services is $516,340 (15.5% of the engineer’s opinion of probable cost of construction).

                     Design of this project is anticipated to take approximately 10 months to complete with construction estimated to begin as soon as early 2025.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Cobb, Fendley & Associates, Inc. for an amount not to exceed $600,000.

                     Funds are available in the Capital Improvements Program Project ST2303.

                     With the approval of this item, $1,700,000 will remain in ST2303.
