RECOMMENDED CITY COUNCIL ACTION:
• Approval of Ordinance.
ITEM SUMMARY:
• This Ordinance amends the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvement Program to provide additional funding for the Roadway Impact Fee Study Project (ST2518) for a total increase of $250,000.
BACKGROUND INFORMATION:
• Chapter 395 of the Texas Local Government Code mandates that impact fees be reviewed and updated at least every 5 years. The City of McKinney last performed a review and update of impact fees in 2020.
• Accordingly, Development Services Staff (Engineering and Planning Departments) are now initiating the 2025 Roadway Impact Fee Update.
• The project will involve updates to the land use assumptions, Roadway Improvements Plan, and impact fees.
FINANCIAL SUMMARY:
• This Ordinance amends the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvement Program by transferring $250,000 from the Roadway Impact Fee Fund to the Streets Construction Fund and appropriating it in CIP project ST2518 for the Roadway Impact Fee Study project.
• With this amendment, the total budget for the Roadway Impact Fee Study project (ST2518) will increase from $0 to $250,000 ($250,000 in Roadway Impact Fees).
