RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Ordinance.

 

ITEM SUMMARY:

                     This Ordinance amends the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvement Program to provide additional funding for the Roadway Impact Fee Study Project (ST2518) for a total increase of $250,000.

 

BACKGROUND INFORMATION:

                     Chapter 395 of the Texas Local Government Code mandates that impact fees be reviewed and updated at least every 5 years.  The City of McKinney last performed a review and update of impact fees in 2020.

                     Accordingly, Development Services Staff (Engineering and Planning Departments) are now initiating the 2025 Roadway Impact Fee Update.

                     The project will involve updates to the land use assumptions, Roadway Improvements Plan, and impact fees.

 

FINANCIAL SUMMARY:

                     This Ordinance amends the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvement Program by transferring $250,000 from the Roadway Impact Fee Fund to the Streets Construction Fund and appropriating it in CIP project ST2518 for the Roadway Impact Fee Study project.

                     With this amendment, the total budget for the Roadway Impact Fee Study project (ST2518) will increase from $0 to $250,000 ($250,000 in Roadway Impact Fees).
