RECOMMENDED CITY COUNCIL ACTION:
* Approval of the Resolution.
ITEM SUMMARY:
* Staff is presenting the Northwest Sector Phase I Report for approval by the City Council.
* The Northwest Sector Phase I Report serves as the conclusion to the first phase of the Northwest Sector Planning Initiative (commonly referred to as the Northwest Sector Study), which was undertaken in order to establish a vision for the future of the Northwest Sector of McKinney.
* Officially kicked off in 2013, Phase I of the Northwest Sector Study included an analysis of existing conditions; a series of public outreach events; the development of sectorwide priorities and frameworks (the vision); identification of potential catalytic infrastructure opportunities; a value analysis; and recommended actions for implementation (Phase II).
* Specifically, the community-driven vision for the Northwest Sector is comprised of four major parts: Sectorwide Goals & Objectives, Sectorwide Framework, Sub-Area Priorities and Place Type Planning Principles.
* The Northwest Sector Phase I Report provides a summary of the Phase I activities and includes the following sections:
o Section 1: Introduction
o Section 2: Existing Conditions
o Section 3: The Vision
o Section 4: The Value of the Vision
o Section 5: Implementation
* Staff presented a preliminary draft of the Northwest Sector Phase I Report to a Joint Work Session of the City Council and Planning and Zoning Commission on January 26, 2015.
