RECOMMENDED CITY COUNCIL ACTION:
• Approve the Interlocal Agreement
ITEM SUMMARY:
• The Interlocal Agreement sets out the rights and responsibilities of the McKinney Urban Transit District and the City of McKinney in the management of transit funding and provision of services for the McKinney Urbanized Area (MUZA).
BACKGROUND INFORMATION:
• The McKinney Urban Transit District was created pursuant to Chapter 458 of the Texas Transportation Code as a political subdivision of the State of Texas, and the City of McKinney is a home rule municipal corporation.
• The City of McKinney and the McKinney Urban Transit District both have statutory authority to enter into an Interlocal Agreement outlining the rights and responsibilities of each party.
FINANCIAL SUMMARY:
• For FY 17, the City of McKinney will receive approximately $312,000 from the Texas Department of Transportation (TxDOT) for the provision of transit services to the McKinney Urban Transit District (MUTD).
• Members of the MUTD may also contribute funds for the provision of transit services in the MUTD.
• TxDOT and MUTD member funds may be used as match to “drawdown” an amount of Federal Transit Administration (FTA) funds, up to the total amount of the allocation for the MUZA.
• The anticipated cost of administration for the transit funding will be based on levels and types of services provided.
BOARD OR COMMISSION RECOMMENDATION:
• The McKinney Urban Transit District (MUTD) Board approved the Interlocal Agreement at their February 28, 2017 meeting.
