RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Ordinance.
ITEM SUMMARY:
· This Ordinance changes the speed limit on Coit Road between Westridge Boulevard and the city limits, located approximately 2600 feet south of Westridge Boulevard.
BACKGROUND INFORMATION:
· Construction of the west two lanes of Coit Road south of Westridge Boulevard has been completed. The City of Frisco performed a speed study on southbound and northbound directions of travel and is changing the Coit Road speed limit to 45 mph in their boundaries.
· The previous speed study conducted in January 2013 by city staff found the 85th percentile speed was 45 mph for northbound traffic and 41 mph for southbound traffic.
· When developing a recommendation for a speed limit, factors to be considered include:
○ The design speed
○ The 85th percentile speed
○ The speed limit on adjacent sections of the same roadway
○ The adjacent land uses
· A design speed of 45 mph was used for this section of Coit Road.
· A speed study conducted in January 2014 by the City of Frisco shows the 85th percentile speed is 44 mph for northbound traffic and 46 mph for southbound traffic along Coit Road from Eldorado Parkway to Panther Creek Parkway/Westridge Boulevard.
· It is recommended that existing speed limit of 40 mph be amended to 45 mph to provide a consistent speed zone with the adjacent section maintained by the City of Frisco.
FINANCIAL SUMMARY:
· Replacement of signs is included in the Water Utilities & Infrastructure Department operating budget.
