RECOMMENDED CITY COUNCIL ACTION:
* Staff recommends denial of the sign variance.
ITEM SUMMARY:
* The City of McKinney Sign Ordinance (Chapter 134) defines billboards in the following manner: New billboards are prohibited. Existing billboards shall be considered non-conforming signs and shall comply with Section 134-11, with the exception of billboards fronting on U.S. Highway 75/Central Expressway, which may be structurally altered and/or replaced, but shall not exceed a height of 40 feet or an area of 300 square feet per side. Height shall be measured from the ground level of the street or road upon which the sign faces (including frontage roads), or from the ground level of the billboard location, if such ground level is above the street or road level.
* Currently, the Existing Billboard sign has the following characteristics:
o 40' Tall
o 280 Square Feet in Size
o Static Sign Board Faces
* The Applicant is Proposing the Following Billboard Alterations:
o 50' Tall
o 300 Square Feet in Size
o Full Electronic Sign Faces
* Current City of McKinney Sign Ordinance Requirements:
o Maximum Height of Billboard Sign 40' (Section 134-7(a)
o Electronic Message Signs Shall not Exceed 20 Square Feet in Size (Section 137-7(j)
BACKGROUND INFORMATION:
* City Staff has determined the subject site does not have any unusual hardships or practical difficulties that are not applicable to similarly situated sites along U.S. Highway 75.
