RECOMMENDED CITY COUNCIL ACTION: Approval of the Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City of McKinney to enter into an Advanced Funding Agreement ("AFA") with the Texas Department of Transportation.

* City staff worked with TXDOT to receive grant money through the Green Ribbon Project in the amount of $431,395.

BACKGROUND INFORMATION:
* The Texas Department of Transportation's Green Ribbon Program was established to allocate funds for landscaping activities including planting and establishment of trees and plants on the state highway systems. The landscape improvements at the intersection of US 75 and West Virginia Parkway are a continuation of improvements along the highway which includes the intersection of US 75 and Hwy 380, made possible through the TXDOT Governor's Grant.

* The landscape enhancements will improve the look and feel at a major City of McKinney intersection on US 75 and West Virginia Parkway. Landscaping activities including planting and the establishment of trees and plants.

* Under the conditions of the Green Ribbon Grant, the City of McKinney will implement a professional services contract with Halff Associates, Inc., who meets the Local Government Project Procedures (LGPP) qualifications to perform design and project management for this project.
