RECOMMENDED CITY COUNCIL ACTION:
· Approval of Resolution
ITEM SUMMARY:
· The State Water Code requires all Public Water Supplies to update their water conservation and drought contingency plans every five (5) years. These are due to the TCEQ on May 1, 2014.
· This Model Plan was designed, with input from all 13 Member Cities, to meet Texas Commission on Environmental Quality (TCEQ) regulations while remaining flexible to be tailored to each City's particular parameters
1. The Model Plan includes:
· Conservation Requirements:
Setting reduction goals, establishing metering programs, raising public awareness, establishing a leak detection program, adopting non-promotional water rate structure, develop a landscape management ordinance, coordinating with water planning group, annual water loss accounting and reporting and requiring conservation plans for wholesale customers.
· Drought Requirements:
Establishing and defining contingency stages, providing public education, reporting to TCEQ and establishing enforcement actions.
BACKGROUND INFORMATION:
· The City recognizes that the amount of water available to its water customers is limited and that due to natural limitations, drought conditions, system failures and other acts of God which may occur, the City cannot guarantee an uninterrupted water supply for all purposes at all times to its customers
· Therefore the City finds it necessary to adopt this resolution to meet State law and follow NTMWD recommendations
