ITEM SUMMARY:
* Motorola is discontinuing support of the current siren activation controller located in each siren and replacing it with the MC-Edge APX 4000 siren activation controller. Motorola also updated their software to OptiWarn. The OptiWarn(tm) control center provides a graphical user interface for complete control of the siren system.
* The proposed design enhances the McKinney Outdoor Warning Siren (OWS) system by continuing to leverage the ASTRO IV&D radio network to transport data and voice to twenty-nine (29) siren locations. Utilizing the IV&D infrastructure offers the inherent security of the IV&D radio network - ensuring alerts and announcements are securely sent and the siren network is always available.

BACKGROUND INFORMATION:
* The Office of Emergency Management was approved to use $350,000 from the Public Safety Improvement Fund (FP2351) to upgrade the outdoor warning siren (OWS) system.
* In 2023, we received an initial quote from Motorola to upgrade to MC-Edge/OptiWarn Technology (hardware and software) for $610k, a considerable increase from earlier discussions with Motorola. After a significant period of back-and-forth communication with Motorola, an estimate was finalized to complete the work. See Financial Summary.
