RECOMMENDED CITY COUNCIL ACTION: 
•                     Approval of the Agreement.
 
ITEM SUMMARY:  
•                     This request is to allow the construction of an 8” sanitary sewer line within a portion of Finch Park. 
 
•                     The line is needed to provide sanitary sewer to the Kentucky Street Addition, a 34-unit townhome development, which is planned just south and east of Finch Park. 
 
•                     The applicant will be presenting 3 options, all of which have been reviewed by the City of McKinney Engineering Department. 
 
•                     Staff is in support of Option 1 as the most practical option.
 
•                     If approved, Staff will work with the developer on the execution of a License Agreement to allow for the construction of the line. 
 
BACKGROUND INFORMATION:  
•                     The Parks Department has no plans for development of this area of Finch Park.
 
•                     City Council approved the preliminary plat for Kentucky Street Addition on September 17, 2024. 
 
SPECIAL CONSIDERATIONS:
•                     The proposed alignment includes reasonable planning to minimize harm to Finch Park.  The applicant will be responsible for mitigation of the trees that are impacted.   
 
•                     This process and public hearing comply with the requirements of the Texas Parks and Wildlife Code for the use of public land designated as a park or recreation area.
