RECOMMENDED CITY COUNCIL ACTION:

                     Approval of the Agreement.

 

ITEM SUMMARY: 

                     This request is to allow the construction of an 8” sanitary sewer line within a portion of Finch Park.

 

                     The line is needed to provide sanitary sewer to the Kentucky Street Addition, a 34-unit townhome development, which is planned just south and east of Finch Park.

 

                     The applicant will be presenting 3 options, all of which have been reviewed by the City of McKinney Engineering Department.

 

                     Staff is in support of Option 1 as the most practical option.

 

                     If approved, Staff will work with the developer on the execution of a License Agreement to allow for the construction of the line.

 

BACKGROUND INFORMATION: 

                     The Parks Department has no plans for development of this area of Finch Park.

 

                     City Council approved the preliminary plat for Kentucky Street Addition on September 17, 2024.

 

SPECIAL CONSIDERATIONS:

                     The proposed alignment includes reasonable planning to minimize harm to Finch Park.  The applicant will be responsible for mitigation of the trees that are impacted.  

 

                     This process and public hearing comply with the requirements of the Texas Parks and Wildlife Code for the use of public land designated as a park or recreation area.
