ITEM SUMMARY:
* This Resolution approves Garver, LLC as the Engineer of Record for the McKinney National Airport.
BACKGROUND INFORMATION:
* The Federal Aviation Administration and Texas Department of Transportation, Division of Aviation, allows for an on call professional services provider to be selected for a period of five (5) years beginning October 2017.
* The City issued a Request for Qualifications (24-45RFQ) for the Airport Engineer of Record on March 24, 2024.
o Advertised in the McKinney Courier Gazette and Celina Record
o Posted on McKinney TV
o 957 matching eBid supplier notifications which included 78 Historically Underutilized Business (HUB) suppliers.
* Out of 957 supplier notifications, two (2) statements of Qualifications were received and opened by Procurement Services on April 25, 2024.
* An evaluation committee consisting of five (5) staff members from McKinney National Airport, Engineering, and City Manager's Office reviewed and ranked the Statements of Qualifications based on the following criteria:
o Firms and Individual Qualifications
o Capacity and Ability to Perform Work
o References
o Interviews
* Of the two (2) firms that submitted Statement of Qualifications, Garver, LLC was determined to be the most qualified.
* Garver, LLC will remain the Engineer of Record for five (5) years.
FINANCIAL SUMMARY:
