RECOMMENDED CITY COUNCIL ACTION: provide direction on changes to public meeting agenda postings (House Bill 1522) and Capital Improvement Advisory Committee membership (Senate Bill 1883) as necessitated by updates from the 89th Texas State Legislative Session.

ITEM SUMMARY:

Senate Bill 1883 / House Bill 2225 - relating to the approval of land use assumptions, capital improvement plans, and impact fees.

* Effective September 1, 2025, the amended Local Government Code Section 395.058(b), modifies the composition of the Capital Improvements Advisory Committee to be not less than five (5) appointed members, with not less than 50 percent being "representatives of real estate, development, or building industries who are not employees or officials of a political subdivision or governmental entity.
* This modifies the previous Code which primarily authorized the city's Planning & Zoning Commission to serve as the CIAC body. The authorization of a representative of the extraterritorial jurisdiction to serve as applicable.
* Additional amendments to LGC Section 395 modify governmental procedures and availability of information related to land use assumptions, capital improvement plans, and impact fees.
