RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a contract in the amount of $1,365,948.00, as well as all required supplemental agreements thereto, with CP&Y Inc. dba STV Infrastructure for professional consulting engineering services for the East Virginia Street Extension (Murray Street to Airport Drive) Project (CIP Projects ST2307, WA2307, WW2307), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $1,575,000.00.

BACKGROUND INFORMATION:
* City Council adopted the East McKinney Mobility and Transportation Alignment Study on January 17, 2023. The study shows an extension of Virginia Street to create a new connection to Airport Drive.
* On September 5, 2023, City staff submitted a resolution for City Council approval authorizing the City Manager to execute a contract and any necessary supplemental agreements with CP&Y Inc. dba STV Infrastructure for the development of four (4) alignment alternatives, environmental studies, topographical and boundary survey, geotechnical investigation, and public involvement under CIP Project ST2307.
* On April 11, 2024, a public meeting was held at Old Settler's Recreation Center followed by a targeted follow-up public meeting at the Roy and Hellen Hall Library on June 21, 2024. City and STV staff...
