ITEM SUMMARY:
The attached ordinance details the proposed changes to fees in the Code of Ordinances Appendix A Schedule of Fees. These include:
Changes to Alcoholic Beverage Permit Fees
Development Fees Changes
Planning Submittals and Resubmittals
Miscellaneous Fees – ETJ Releases

BACKGROUND INFORMATION:
Alcoholic Beverages Permit fee changes are to comply with State Legislative changes.
The city cannot charge alcoholic beverage fees to businesses that are required to pay city health permit fees. This will eliminate alcoholic beverage permit fees previously collected from:
all businesses permitted for the sale of alcoholic beverages for on-premise consumption (generally restaurants).
businesses permitted for the sale of alcoholic beverages for off-premise consumption that are required to also obtain a city health permit (generally grocery stores, most convenience stores, and some package stores).
The city fee for permit holders still subject to city fees will remain one-half of the state fee amount permit holders pay to the state.
Planning submittal fees are a standard part of the development process and the revenues collected are used to support the administrative expenses associated with development. Generally...
