Summary

COUNCIL GOAL: Enhance the Quality of Life in the City of McKinney (5D: Develop sustainable quality of life improvements within the City of McKinney.)

RECOMMENDED CITY COUNCIL ACTION:
* Receive and File presentations.

ITEM SUMMARY:
* According to the 2024 Point In Time (PIT) Count, the number of individuals experiencing homelessness in the City of McKinney has increased by 8 percent since 2021.
* FY 23-24 funding was used to provide PPE, public relations campaign for "Have a Heart; Give Smart", free transit services and homeless and eviction prevention funding for individuals being served through McKinney social service agencies
* In order to provide additional resources to address homelessness the City Council budgeted $450,000 in FY 24-25 for the Homeless Response, FLEX Fund, Pilot Displacement Program, Transit Services, and Community Support Grants. This was a $50,000 increase from FY 23-24.
* Habitat for Humanity of Collin County works with communities to build homes for individuals and families in need of a decent and affordable place to live.

BACKGROUND INFORMATION:
* The Mayor's Task Force on Homelessness has evolved into the McKinney Homeless Coalition which conducts monthly meetings with service providers and city staff to address the multifaceted needs of our homeless population.
* The annual PIT Count conducted on January 26, 2024, counted 233 sheltered and unsheltered individuals. This includes individuals who were staying at the McKinney Salvation Army on the night of the PIT Count.
* During FY23-24, the city's programs and services served:
o 471 residents were prevented from becoming homeless through prevention and diversion programs.
o 170 unhoused residents received emergency assistance, case management...
