RECOMMENDED CITY COUNCIL ACTION:

Rescind Resolution No 2006-03-050 Pertaining to Fire Department Policies and Replacing such Resolution with Updated Departmental Policies.

 

ITEM SUMMARY:

This is a joint request from the MFFA and City management staff (City Managers office and Fire Administration) to rescind the current resolution pertaining to Fire Department policies and replace such resolution with updated departmental policies.

 

BACKGROUND INFORMATION:

                     In December 2008, the Meet & Confer process was agreed upon by the City Council and respective Police and Fire associations.

                     As discussed with City Council in December 2008, an open and honest dialogue between management and public safety employees is a key element in successful delivery of service to our citizens.

                     The Citys Meet & Confer team and Fire Association have met 7 times to date.

                     One of the most significant areas of concern brought forward by the Fire Association surrounded the topic of current Fire Standard Operating Procedures and the request to make changes to the content of these procedures / policies.

                     As a result of the Citys and MFFAs collaborative efforts, several substantive changes were made to the draft policies.

                     The MFFA, Fire Administration and City Managers office are in agreement that the City can better serve our employees, organization and citizens by gaining the flexibility needed to implement the changes reflected in the draft policies and to continue to make changes to departmental policy as deemed appropriate.
