RECOMMENDED CITY COUNCIL ACTION:
• Provide direction regarding future yard waste/composting program and services
ITEM SUMMARY:
• Review and discuss update to yard waste//composting program and services
BACKGROUND INFORMATION:
• Texas Pure (Plano) interlocal agreement with NTMWD providing yard waste and composting service to the member cities will expire in April 2026.
• Texas Pure reported it is operating at a deficit and the ILA with NTMWD and MOU with member cities must be modified to address the deficit.
• Texas Pure set higher yard waste diversion rates based on revenues and expenditures, and therefore the City decided to seek bids in the commercial market for the same services.
o Results in lower cost of operation
o No change to services for residents
o McKinney will remain a member city and continue to partially participate in the regional yard waste program by allowing residential drop-off in Plano until April 2026.
o Residents will also be able to drop-off at the selected contractor’s facility in Celina.
