RECOMMENDED CITY COUNCIL ACTION:
* Approve Resolution.

ITEM SUMMARY:
* This Resolution authorizes a contract with WSB LLC to provide professional engineering services to design new traffic signals at the following locations:

* SH 5 and Smith Street
* SH 5 and Standifer Street
* SH 5 and Enterprise Drive

BACKGROUND INFORMATION:
* Staff continuously monitors traffic volumes at intersections throughout the City. Based on these evaluations, several intersections along SH 5 have been identified as meeting the requirements for traffic signal warrants.
* Staff conducted and submitted traffic signal warrant studies for intersections along SH 5 to TxDOT for review and approval.
* TxDOT reviewed the studies and authorized the installation of traffic signals at the identified intersections as part of the planned SH 5 Construction Project.
* Since the construction of SH 5 is not slated until 2028, staff recommends installing temporary signals to improve pedestrian safety and traffic flow in the interim.
* The temporary signals will also improve traffic flow during construction of SH 5.
* The temporary signals will be replaced by permanent signals as part of the SH 5 Construction Project in 2028.
* WSB LLC submitted a response to RFQ 24-14 for Traffic Signal Design. They were one of four firms shortlisted by City Council on March 5, 2024.
