RECOMMENDED CITY COUNCIL ACTION:
* Approve the resolution.

ITEM SUMMARY:
* On September 23, 2025, the City Council annexed and zoned (Agenda Item no. 25-0035Z/25-0001A2) approximately 136 acres of land generally located north of Future Laud Howell Parkway and west of Trinity Falls Parkway. Council also approved the second amendment to the Honey Creek Development Agreement.

* This property is intended to be developed as part of the Honey Creek Municipal Management District (MMD) No. 1 of Collin County. If approved by the City Council, the proposed resolution will grant the city's consent for this property to be incorporated into the Honey Creek MMD No. 1 of Collin County.

* The incorporation of this land into the Honey Creek MMD No. 1 of Collin County was anticipated by the Development Agreement governing the master planned community, approved by the City Council on September 14, 2024.

BACKGROUND INFORMATION:
* On February 6, 2024, the City Council approved a resolution consenting to the creation of an MMD for the Honey Creek Master Planned Development through processes established by the Texas Commission on Environmental Quality (TCEQ).

* A MMD is a type of special district authorized by state law to assist with the construction of improvement projects. Improvement projects must confer a "special benefit" to properties located within the district.
