ITEM SUMMARY:
• This resolution authorizes the formal rejection of all Statements of Qualifications under Solicitation 26-43RFQ Real Estate Development Services.
BACKGROUND INFORMATION:
• The City issued a solicitation (26-43RFQ) for Real Estate Development Services on May 1, 2026, for the development of the Community Land Trust project on Lake Forest Drive on behalf of the McKinney Housing Finance Corporation.

• Out of 580 supplier notifications, two (2) statements of qualifications (SOQs) were received on May 21, 2026.
• After the evaluation committee completed review of the SOQs, neither submission met the minimum threshold of seventy (70) points to be considered for contract award.
• Housing and Community Development has been advised to reject all submissions and rebid this project. Procurement Services will work with the department to issue a new solicitation for this project.
