RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a construction contract with S.J. Louis Construction of Texas, Ltd., for the construction of the US 380 Water Main - 920 Pressure Plane Connection - West Project.

                                          Ten bids were received for this project on July 1, 2010.

                     TNT’s Pipeline Corp. submitted the lowest responsive bid in the amount of $2,366,891, which was reduced to $2,136,000.00 due to an error in their bid calculations. 

                     City Council accepted the proposal of TNT’s Pipeline Corp. on July 20, 2010, and TNT was notified of the bid award by letter on July 26, 2010. 

                     The bid proposal requires executed contract documents be returned to the City within 10 days of the notice of award; TNT was ultimately given 37 days to respond.  TNT’s Pipeline Corp. failed to perform by its refusal to execute contract documents for the project within the time allotted.   

 •                     S.J. Louis Construction of Texas, Ltd., submitted the second lowest responsive bid in the amount of $2,556,512.08.

                     The Engineer’s Opinion of Probable Construction Cost is $2,900,000.   

 

BACKGROUND INFORMATION: 

                                          This project is an integral component to provide additional capacity out of the University Pump Station for the 920 Pressure Plane.

                     Birkhoff, Hendricks & Carter, L.L.P. is the design consultant for this project.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with S.J. Louis Construction of Texas, Ltd., for an amount not to exceed $2,800,000. 

  • Funds are available in the Capital Improvements Program, Project WA6011.
