RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a construction contract with S.J. Louis Construction of Texas, Ltd., for the construction of the US 380 Water Main - 920 Pressure Plane Connection - West Project.
• Ten bids were received for this project on July 1, 2010.
• TNT’s Pipeline Corp. submitted the lowest responsive bid in the amount of $2,366,891, which was reduced to $2,136,000.00 due to an error in their bid calculations.
• City Council accepted the proposal of TNT’s Pipeline Corp. on July 20, 2010, and TNT was notified of the bid award by letter on July 26, 2010.
• The bid proposal requires executed contract documents be returned to the City within 10 days of the notice of award; TNT was ultimately given 37 days to respond. TNT’s Pipeline Corp. failed to perform by its refusal to execute contract documents for the project within the time allotted.
• S.J. Louis Construction of Texas, Ltd., submitted the second lowest responsive bid in the amount of $2,556,512.08.
• The Engineer’s Opinion of Probable Construction Cost is $2,900,000.
BACKGROUND INFORMATION:
• This project is an integral component to provide additional capacity out of the University Pump Station for the 920 Pressure Plane.
• Birkhoff, Hendricks & Carter, L.L.P. is the design consultant for this project.
FINANCIAL SUMMARY:
• The Resolution authorizes a contract with S.J. Louis Construction of Texas, Ltd., for an amount not to exceed $2,800,000.
- Funds are available in the Capital Improvements Program, Project WA6011.
