RECOMMENDED ACTION:
* Approval of the Resolution.

ITEM SUMMARY:
* The proposed Resolution authorizes the application for and acceptance of, if awarded, a Land and Water Conservation Fund's (LWCF) Outdoor Recreation Legacy Partnership (ORLP) Program Grant for the Construction of the Old Settler's Park Improvement Project.

* The project is planned to deliver an all-abilities playground, a multi-tiered splashpad, a large pavilion with restrooms, small pavilions, skate spot, pickleball, and enhancements to the existing creek.

* The Parks and Recreation Department is requesting grant assistance in the amount of $7,000,000.

* This funding program requires a 50% match from the City.
* Project funding will come from the Old Settler's Park Renovation Project (PK2041).

* The application submission deadline to Texas Parks & Wildlife for ORLP consideration is April 15, 2025, with an award announcement in February of 2026.
o April 15 - Application due to TPWD
o May 25 - Collaboration between Local Park staff and City
o June 1 - TPWD submits application to National Parks Service
o Sept 1 - NPS selects grants for award
o Nov 1 - If project isn't selected, obtain feedback and resubmit
o Feb 1 - Award Grant announced
