* This Resolution authorizes the City Manager to execute a contract for EMS Billing and Collection Services.

BACKGROUND INFORMATION:
* The City issued a Request for Proposal 23-03RFP for EMS Billing & Collection Services on March 19, 2023.
o Advertised in the McKinney Courier Gazette and Celina Record
o Posted on McKinney TV
o 246 matching eBid Supplier Notifications which included six (6) Historically Underutilized Business (HUB) suppliers.
* Of the 246 supplier notifications, four (4) submittals were received on April 13, 2023.
* A committee comprised of staff from the Fire Department and Finance reviewed and ranked the proposals based on the following criteria:
o 30 Points - Fee Structure
o 30 Points - Experience and History
o 15 Points - Billing Processes
o 10 Points - Operational & Reporting Processes
o 5 Points - Customer Service Processes
o 5 Points - TASPP Proposal
o 5 Points - Collection Services
* Based on the results of the evaluated proposals, the evaluation committee is recommending the execution of a contract to the top-ranking respondent to provide EMS Billing and Collection System. The Resolution will authorize a contract with Change Healthcare Technologies, LLC of Dallas, Texas. This agreement is revenue generating for the City with an amount of $3,011,439.92 collected in 2022.

FINANCIAL SUMMARY:
