RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Resolution.
ITEM SUMMARY:
· This Resolution amends expenditures in the 2010-2014 Capital Improvements Program by transferring funds in the current budget for Streets projects to the Ridge Road Project, ST0227, as follows:
o Transfer $2,555,000 from ST6091 - FM 543 Connector Phase I Project
o Transfer $1,400,000 from ST9108 - FM 1461 from FM 2478 Project
BACKGROUND INFORMATION:
· The current Capital Improvements Program shows the schedule for Ridge Road to be under design in FY 09-10, right-of-way acquisition in FY 10-11 and construction in FY 11-12.
· The schedule for the Ridge Road project has been accelerated to open Ridge Road in August 2010 to accommodate McClure Elementary School.
· This Resolution adjusts the funding schedule for the Ridge Road Project to accommodate the accelerated schedule.
· FM 543 Connector Phase I is in the early stages of design and therefore will not require the entire amount budgeted for this fiscal year.
· The FM 1461 Project provides for the preliminary engineering and environmental coordination with TxDOT to get the project started. Typically this stage of the project would take several years to complete; however, because of their funding situation, TxDOT staff has been instructed to not provide any review of any documents that do not have funds available for construction. In the case of FM 1461, construction funds are not available; therefore, it serves no purpose to move forward with any consultant work on the FM 1461 project and this project can be placed on hold until this situation changes.
