ITEM SUMMARY: 

                     During the May 7, 2024, Work Session, The council expressed an interest in appointing a charter commission, establishing specific areas of focus for commission work, and allowing for additional relevant suggestions from charter commission members and the public.

                     The provided resolution names 21 members to the charter commission, and establishes the areas of review for the commission members and public to evaluate,

o                     The Commission is charged with evaluating current Council terms, adjustment to Council terms, and clarifying any Council service pause period(s).

o                     The Commission is charged with evaluating the current Council composition as it relates to the number of Council members and district vs. at-large members.

o                     The Commission is charged with evaluating current Council member/meeting compensation.

o                     The Commission is charged with evaluating misc. administrative items, and a possible automatic 10-year charter review process.

o                     The Commission is expected to be open to considering and evaluating other items as the charter review process takes place.

                     If appointed, commission work will take place over the months of May, June, and July of 2024.

 

BACKGROUND INFORMATION: 

                     The City of McKinney has held 5 charter elections since 2001 for a total of 26 changes to the city charter.

                     The most recent charter election was in 2019 concerning recall election rules.

                     The most recent charter election relating to council terms/seats was in 2011.
