RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution.

ITEM SUMMARY:
* This Resolution authorizes the City Manager to execute a contract in the amount of $980,600 as well as all required supplemental agreements thereto, with Freese and Nichols, Inc. to provide professional consulting engineering services for updates to the Water Master Plan, Wastewater Master Plan and Utility Impact Fee (CIP Projects WA2214 and WW2214), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $1,225,000.

BACKGROUND INFORMATION:
* As required by Chapter 395 of the Texas Local Government Code, the Planning Department will be updating the impact fees in 2024 as part of the Comprehensive Plan update.
* The water master plan and the wastewater master plan must both be updated to provide the information necessary to calculate the utility impact fees and to plan for future water and wastewater facilities.
* Twenty (20) fire hydrant pressure recorders were placed into the system from September 5th, 2023 through September 18th, 2023 to aid in the water model calibration efforts under a separate contract to obtain data during a high use water month for 2023.
