RECOMMENDED CITY COUNCIL ACTION:                     

                     Staff is recommending denial of the applicant’s appeal for 402 Parker Street.

 

ITEM SUMMARY: 

                     On June 3, 2010, the Historic Preservation Advisory Board (HPAB) of the City of McKinney voted 3 to 1 to deny a Certificate of Appropriateness for the proposed installation of wood replacement windows in the residential building at 402 Parker Street.

 

                     Per Section 146-97(j)(3) of the “H” Historic Preservation Overlay District of the City of McKinney Zoning Ordinance, “any applicant or property owner aggrieved by a decision of the HPAB relating to economic hardship, demolition, or a certificate of appropriateness may, within 21 days of receipt of the written decision, file a written application with the City Council, through the Director of Planning, for review of the decision and the approval, denial, modification of, or deviation from, the HPAB’s decision. The City Council’s decision shall be final.”

 

                     As such, the applicant is now requesting an appeal of the decision by the HPAB to deny a Certificate of Appropriateness (COA) for the proposed installation of wood replacement windows in the residential building at 402 Parker Street.
