RECOMMENDED CITY COUNCIL ACTION: Approve Ordinance

ITEM SUMMARY:
* This Ordinance amends the Fiscal Year 2025-2026 Annual Budget and the 2026-2030 Capital Improvements Program by increasing the allocation of the IIJA funds administered by the Federal Aviation Administration by $675,000 from $687,000 to $1,362,000 and appropriating this increase in the Capital Improvement Program Project AI2501, Airport Master Plan Update.

BACKGROUND INFORMATION:
* McKinney National Airport intends to undertake an update to its Airport Master Plan, a long-range planning document required by the FAA that guides development of airport facilities to meet projected aviation demand. Project AI2501 also includes development of an updated Airport Layout Plan (ALP) and Exhibit A property map drawing, along with associated project administration and quality control activities.
* An RFQ (No. 26-34RFQ) was issued to solicit qualified firms to provide professional services for the Airport Master Plan Update. The Evaluation Committee has completed its evaluation of the submitted responses, and the recommended award is scheduled to be presented to City Council for consideration on July 21, 2026.
