• Consider/Discuss potential ordinance updates.
ITEM SUMMARY:
• This work session item is to present possible ordinance amendments aimed at improving the safety, accessibility and enjoyment of places and spaces in McKinney, specifically the downtown area.
• Potential ordinance amendments include:
o Camping
§ Clarifies the definition of camping and restricts camping to designated areas
o Aggressive Panhandling
§ Prohibits panhandling or soliciting in an aggressive manner
o Sitting/Lying Down (downtown only)
§ Prohibits sitting or lying down within the public right of way
BACKGROUND INFORMATION:
• On July 17, 2025, the city conducted a targeted stakeholder meeting to hear input on challenges and opportunities currently occurring in the downtown area. During that meeting, we shared the possible ordinance amendments, which were generally received favorably.
• On August 13, 2025, the city hosted a second stakeholder meeting to share information about homelessness in McKinney, and obtain feedback on the possible ordinance amendments. The information shared at this meeting, including the interactive survey results are attached for your reference.
