RECOMMENDED CITY COUNCIL ACTION:
· Review, discuss and approve the 2010-2014 Community Development Block Grant Consolidated Plan and the 2010-2011 Annual Action Plan.


ITEM SUMMARY:
The Consolidated Plan is a planning document for the city, under the Community Development Block Grant (CDBG), which builds on a participatory process with the public. The plan will help identify housing and community development needs (including neighborhood and economic development), priorities, goals and strategies. It also serves as a strategy to be followed in carrying out programs/projects, under what is known as an Annual Action Plan, which provides a basis for assessing performance
The plan is a draft that was under a minimum 30 day review for public comment on July 2 - August 4. As required the draft was forwarded for review by the U.S. Department of Housing and Urban Development (HUD) in August, 2010. Final approval is expected within the next 30 - 90 days.
A new plan is required for preparation every 3 to 5 years. The U.S. Department of Housing and Urban Development determines overall funding allocations under each city or state’s Consolidated Plan.
This is the third Consolidated Plan under the City of McKinney. The Consolidated Plan, as required by the Federal regulation, has the following components:
o Identification of the lead agency
o Housing and homeless needs
o Housing Market Analysis
o Strategic Plan
o Action Plan
o Certifications

· The Five Year Strategic Plan Summary is as follows:
