RECOMMENDED CITY COUNCIL ACTION: Approval of Resolution

 

ITEM SUMMARY: This resolution authorizes the City Manager to enter into a contract with TRIARC Systems, LLC for Patrol and SWAT Rifles.

 

BACKGROUND INFORMATION:

                     The City issued a Request for Proposals, 26-47RFP for Rifles on February 6, 2026.

o                     Posted on McKinney TV

o                     226 matching Bonfire Supplier Notifications

                     Of the 226 supplier notifications, two (2) proposals were received on March 12, 2026.

                     An evaluation committee comprised of staff from the Police Department and Procurement Services reviewed and scored the proposals based on the following criteria:

o                     40 Points - Cost Proposal

o                     25 Points - Specification

o                     20 Points - Delivery Schedule

o                     10 Points - Vendor’s Trade in Program

o                     5 Points - Reference

                     Based on the results of the evaluation, the committee has recommended not to award the line item for SWAT Sniper Rifles because the specifications did not adequately meet their requirements.

                     The evaluation committee is recommending award and execution of contract with the top-ranked respondent, TRIARC Systems LLC for Patrol and SWAT Entry Rifles only.

                     The contract shall commence upon award and continue for a period of one (1) year with an option for four (4) additional one-year renewals.

 

FINANCIAL SUMMARY: Funding is available in account 001-3101-423-8106.
