RECOMMENDED CITY COUNCIL ACTION:
* Receive staff's presentation.

ITEM SUMMARY:
* In September 2025, the City Council decided to abandon formal negotiations with the preferred development partner identified through a Request for Qualifications.

* At that time, the City Council directed staff to move forward as follows:
o Public infrastructure reconstruction will begin in 2026 and should conclude by the end of 2027.
* The water, sanitary sewer, storm sewer, roadway, and sidewalks for portions of Hunt St., Tennessee St., and Lamar Street will be reconstructed.
* Restriping of Kentucky St. and Tennessee St. next to the Hall Memorial Library will also occur to reintroduce two-way vehicular traffic.
o The old City Hall and Development Services buildings will be demolished in 2026.
* Prior to demolition, both buildings will be documented for historic preservation purposes. Additionally, city staff will coordinate the status of the current historic marker outside the old City Hall with the Texas Historical Commission.
o The City will explore a partnership with the McKinney Economic Development Corporation (MEDC) to redevelop the old City Hall property for office uses.
o The City will begin exploring the construction of a new multi-level public parking facility and new Central Park on the city-owned property located on the southwest corner of Hunt St. and Kentucky St.
* The new Central Park will be designed in front of Kentucky St.
o The redevelopment of the old Development Services property and the parking lots located at 301 N. Chestnut, 308 N. Tennessee St., and 303 N. Johnson St. will be suspended in...
