RECOMMENDED CITY COUNCIL ACTION: Appoint a member to the NTMWD Board
ITEM SUMMARY: The term for sitting NTMWD Board Director Don Paschal will expire May 31, 2026. The City Council may re-appoint Mr. Paschal or appoint a new Director who will serve June 1, 2026 to May 31, 2028.
BACKGROUND INFORMATION:
* North Texas Municipal Water District (NTMWD), established in 1951, is a regional provider of wholesale water, wastewater, and solid waste management services. The City of McKinney is a member city for all three systems.
* Cities with a population greater than 5,000 appoint two members to the board; Cities with populations less than 5,000 appoint one member.
* Board appointments are two years in length.
* McKinney Directors are:
o Geralyn Kever was appointed to a full term in 2021 which expired May 31, 2023 and was reappointed in 2023 and 2025. She has served on the Legislative Committee and is the Chair of the Finance Committee and a member of the Policy Committee and Water Committee. Ms. Kever was preceded by Joe Joplin, who served the NTMWD for 18 years (2003-2021).
o Don Paschal was appointed February 21, 2023 to a partial term which expired May 31, 2024. He was reappointed in 2024 to a full term which will expire May 31, 2026. Mr. Paschal is the current Vice Chair of the Legislative Committee and has served on the Solid Waste and Wastewater Committees. Mr. Paschal was preceded by Robert Appolito who served nearly 2 years (2021-2023), and Charles McKissick who served 19 years (2001-2020).
