ITEM SUMMARY:
* This item presents the proposed Fiscal Year 2027 operating budget for Visit McKinney, the city's destination marketing organization, for Board approval. The budget is funded by Hotel Occupancy Tax (HOT) revenue and supports sales, destination marketing, visitor services, event recruitment, and incentive programs that generate overnight visitation and grow HOT collections. Under the Bylaws, the Board adopts the proposed budget before it advances to the City Council for final approval.

BACKGROUND INFORMATION:
* Visit McKinney operates as the city's Convention & Visitors Bureau, funded through Hotel Occupancy Tax revenue and administered consistent with the allowable-use categories of Texas Tax Code Chapter 351.

* Under the Bylaws (Article IV, Section 10 and Article VI, Section 2), the Executive Director works with the Finance Committee to prepare the annual budget and submits the proposed budget to the Board for approval. Once approved by the Board, the proposed budget is submitted to the City Manager's office for inclusion in the city budget and presentation to the City Council for review and final approval.

FINANCIAL SUMMARY:
* The proposed Fiscal Year 2027 budget totals $1,717,556 in expenditures against $1,749,260 in projected revenue.

* The submission also includes one supplemental request - a Tourism Development Master Plan ($70,000, one-time).
