RECOMMENDED CITY COUNCIL ACTION: Approval of the ordinance.
ITEM SUMMARY:
• This ordinance amends the Fiscal Year 2025-2026 annual budget to reappropriate previously awarded funding of $7,460,488 from the McKinney Community Development Corporation Fund for two Parks CIP projects.
• The Parks and Recreation Department is requesting two project funding reappropriations as follows:
• $3,809,419.25 to PK1827 (Wilson Creek Trail). Phase 1 was completed in May of this year. Phase 2 is currently in design with the environmental site assessment just being completed. Design is set to wrap up early 2026 with construction beginning shortly thereafter.
• $3,651,069.11 to PK4393 (Towne Lake). The light walk project is complete. The Bob Tomes Dog Park at Towne Lake is in bid preparation with construction beginning early 2026.
FINANCIAL SUMMARY:
• This Ordinance amends the Fiscal Year 2025-2026 Annual Budget by appropriating $7,460,488 from MCDC Fund balance to the Parks Construction Fund to Capital Improvement Program for the following:
• $3,809,419.25 to PK 1827 Wilson Creek Trail
• $3,651,069.11 to PK4393 Towne Lake
BOARD OR COMMISSION RECOMMENDATION:
• On January 22, 2026, McKinney Community Development Corporation approved the reappropriation of funding totaling $7,460,488 to be appropriated from MCDC fund balance.
