RECOMMENDED CITY COUNCIL ACTION:
* Approve ordinance.

ITEM SUMMARY:
* The City's Fire, Police, Public Works, Emergency Management, and Cultural District/Main Street/Special Events Departments have jointly identified the critical need for a certified Modular Vehicle Barrier System to enhance pedestrian safety during large public events.
* Proposed funding request supports the purchase of a Modular Vehicle Barrier (MVB) System to enhance public safety during City events such as parades, festivals, and concerts. The system will provide rapid deployment vehicle barriers tested to federal safety standards, offering protection against intentional or accidental vehicle incursions.
* This project aligns with the City's commitment to community safety and interdepartmental collaboration while addressing an identified vulnerability in event operations.

BACKGROUND INFORMATION:
* McKinney regularly hosts large public events that attract thousands of attendees. Current traffic management measures rely on cones, barricades, and police vehicles, which do not provide adequate protection from vehicle-based threats.
* In response to increasing national incidents involving vehicle attacks on crowds, and following the January 1st, 2025, New Orleans vehicle homicide, City departments jointly identified the urgent need for a certified portable modular barrier system.
* The proposed MVB system meets U.S. Department of Homeland Security Safety Act Designation standards and ASTM-F2656-15 crash test criteria.
