ITEM SUMMARY: 

                     Update on Collin County Transit operations; including service performance, ridership trends, and the impact of service changes that were implemented this year.

                     Ridership has continued to grow with 461 active riders (customers who have taken a ride) in 2026, compared to 450 in 2025.

                     Trip characteristics have generally remained with average weekday trips ranging from 237 to 271 trips per day and average weekend trips ranging from 86 to 158 trips per day. On average riders typically take between 12 to 15 trips per month; with trip purpose generally spit between Work, Medical, or Other purposes.

                     Customer satisfaction remains high with call center reporting that 95 to 97% of the ratings are 5-stars.

 

BACKGROUND INFORMATION: 

                      On November 15, 2021, the City Council, on behalf of the McKinney Urban Transit District (MUTD), entered into an Interlocal Agreement (ILA) with DART to provide microtransit services in the McKinney Urbanized Area (known as Collin County Transit).

                     On March 4, 2025, the City Council adopted a Resolution approving the first amendment to exercise the first option year for the ILA.

                     On October 6, 2025, the City Council adopted a Resolution approving the second and final option year of the ILA.

 

FINANCIAL SUMMARY: 

                     The total program cost for the second option term is $2,172,860.

                     A portion of the funding for the program will be provided through membership allocations and the majority of the funds will be provided through the FTA 5307, TXDOT, and CARES grant funds.
