RECOMMENDED CITY COUNCIL ACTION: Approval of the Ordinance.
ITEM SUMMARY:
* This Ordinance will:
o Remove the reduced speed school zone on McKinney Ranch Parkway at Silverado Trail, and the associated designated crosswalk location for Elliot Elementary School, as established in the Code of Ordinances.
o Establish a crosswalk along Stacy Road at Haystack Drive for Scoggins Middle School.
BACKGROUND INFORMATION:
* In February 2018, a reduced speed school zone with designated crosswalk was created at the intersection of McKinney Ranch Parkway and Silverado Trail for Elliot Elementary School students that reside in the apartment complexes, east of McKinney Ranch Parkway.
* In 2023, a new traffic signal was installed at the intersection of McKinney Ranch Parkway and Silverado Trail. As such, Frisco ISD will be removing the crossing guard at this intersection.
* Thus, City Staff and Frisco ISD recommend removal of the designated crosswalk at the intersection as well as the associated reduced speed school zone on McKinney Ranch Parkway at Silverado Trail.
* The middle school-aged student pedestrians that reside in the Stacy Crossing development must cross Stacy Road at Haystack Drive to attend Scoggins Middle School.
