ITEM SUMMARY: 

                     Per the Federal Transit Administration (FTA) Triennial Review, Deficiency Code DBE11-1 required that the City add language to the DBE policy that specifically talks about transit vehicle procurements.

                     The DBE Policy will be changed to state “Should the City procure any transit vehicles using FTA funds, the Transit Program Administrator will report the federally funded procurement by submitting the required Transit Vehicle Manufacturer (“TVM”) form, or such other documentation as may then be required, to the FTA Office of Civil Rights within thirty days of making the award.”

 

BACKGROUND INFORMATION:

                     On August 27, 2023, The FTA Triennial Review included Deficiency Code DBE11-1: Although the City of McKinney did not meet threshold for DBE, there was a purchase of an FTA-funded vehicle in 2023. The recipient did not submit the required Transit Vehicle Manufacturer (TVM) form to the FTA.
