ITEM SUMMARY:
• This item authorizes the City Manager to enter an Interlocal Cooperation Agreement with the North Texas Municipal Water District (NTMWD) for Honey Creek Interceptor Improvements.
• The most upstream segment of NTMWD’s McKinney East Side Extension Pipeline conveys only McKinney’s wastewater flow and needs rehabilitation and upsizing to meet McKinney’s projected growth.
• The Interlocal Cooperation Agreement provides that NTMWD and McKinney agree to transfer McKinney’s wastewater flow to the proposed McKinney-owned Honey Creek Interceptor and NTMWD will fund the cost of oversizing the Honey Creek Interceptor and for abandoning the most upstream segment of the existing NTMWD pipeline.
BACKGROUND INFORMATION:
• The City and NTMWD have been collaborating for the last several months to resolve and agree to the components of the Interlocal Cooperative Agreement.
• The proposed agreement was reviewed and approved by the NTMWD Board of Directors at their July 25, 2024, meeting.
• The Honey Creek Interceptor Project (WA1638) is currently in the final design phase with an anticipated construction bid in October 2024. Construction will take 12 months to complete with completion expected in December 2025.
