RECOMMENDED CITY COUNCIL ACTION:
• Provide direction regarding the preferred approach to Trap, Neuter, Release (TNR) activities within McKinney.
ITEM SUMMARY:
• On October 6, 2025, Animal Services presented City Council with an overview of Trap-Neuter-Return (TNR) programs, outlining benefits such as humane treatment of feral cats and challenges including potential impacts on wildlife. In response, Council directed staff to return with additional information.
• At this follow-up presentation, City staff will present a range of TNR implementation options-from minimal involvement, such as ordinance amendments, to a comprehensive city-led program involving equipment purchases and data management-to help Council determine the preferred level of staff engagement.
