RECOMMENDED CITY COUNCIL ACTION:                     

                     Provide direction regarding the preferred approach to Trap, Neuter, Release (TNR) activities within McKinney.

 

ITEM SUMMARY: 

                     On October 6, 2025, Animal Services presented City Council with an overview of Trap-Neuter-Return (TNR) programs, outlining benefits such as humane treatment of feral cats and challenges including potential impacts on wildlife. In response, Council directed staff to return with additional information.

                     At this follow-up presentation, City staff will present a range of TNR implementation options-from minimal involvement, such as ordinance amendments, to a comprehensive city-led program involving equipment purchases and data management-to help Council determine the preferred level of staff engagement.
