RECOMMENDED ACTION:

* Recommend that City Council approve a resolution for construction.

ITEM SUMMARY:

* The proposed improvements to Erwin Park will include the removal of the existing restrooms and pavilions, constructing underground utilities to new restroom and shower facilities, a maintenance building, new pavilions, an overlook structure, an enhanced park entry, concrete-paved parking lots, road resurfacing, a concrete looped hike and bike trail, and campsite utilities.

* Staff, along with Teague Nall & Perkins support, recommend awarding the construction bid to A&C Construction, Inc. in an amount of $10,088,000 along with a $712,983 contingency for a total not to exceed amount of $10,800,983.

* On May 14, 2026, the City of McKinney received a total of six (6) bids for this project.




BACKGROUND INFORMATION:

* Teague Nall & Perkins recently completed the design of these improvements.

* TNP submitted a response to RFQ No. 25-57 for Professional Landscape Architect Services for Parks CIP Projects. TNP was one of ten firms shortlisted by City Council on December 2, 2025, via Resolution No. 2025-12-196.
