ITEM SUMMARY:
• In 2005, a retention pond was built by Stonebridge Ranch near Bahnman Drive with grouted rock riprap for slope protection on the eastern bank of the pond.
• In 2016, phase 1 of the Provence Townhomes were built just upstream of the pond.
• By 2017, the grouted rock riprap had begun to fail.
• In 2021, phase 2 of the Provence Townhomes were built.
• In 2021, erosion began to cut upstream onto Provence HOA common area property.
• In 2024, the Provence HOA and the Stonebridge Ranch HOA asked the City for financial or in-kind assistance regarding the erosion. City staff responded by stating that erosion is a natural phenomenon and it is the private property owner’s obligation to address erosion on its property pursuant to City regulations. Per City policy, the City only steps in if public infrastructure is threatened (not the case here) or if permitted private structures are threatened (also not the case here).
• The Provence HOA appealed the City Manager’s concurrence to the City Council at the July 16, 2024, Work Session.
• The makeup of the overall watershed is as follows:
Overall watershed = 150 acres
Provence = 14 acres or 9%
City Park = 10 acres or 7%
Stonebridge Ranch Community Association (residential HOA) = 42 acres or 28%
Remainder (most, perhaps all, is part of the Stonebridge Ranch Commercial Association) = 84 acres or 56%
