RECOMMENDED CITY COUNCIL ACTION:
* Approve the proposed ordinance.
ITEM SUMMARY:
* Staff is proposing to extend the duration of the temporary cessation on all water or wastewater utility line connections, the approval or issuance of any water meters, or the creation of any new retail utility service accounts for properties located i) outside the City's incorporated limits but within the City's Extraterritorial Jurisdiction ("ETJ") and ii) outside of the City's incorporated limits but within the City's water or wastewater Certificates of Convenience and Necessity ("CCN"). Ordinance No. 2024-06-046, the ordinance that established the cessation, is valid through July 1, 2025. However, the City's water and wastewater CCN decertification petition to the Public Utility Commission of the State of Texas ("PUC") is still ongoing. Staff proposes extending the cessation ordinance's duration through July 1, 2026, to allow additional time for the PUC to rule on the City's petition.
