RECOMMENDED CITY COUNCIL ACTION:
* Approval of Resolution

ITEM SUMMARY:
* This resolution authorizes a primary and secondary contract for Disaster and Debris Monitoring Services on an as needed basis to assist the City with oversight of disaster debris hauling, and reporting to and receiving reimbursement from the Federal Emergency Management Agency (FEMA) during a disaster.

BACKGROUND INFORMATION:
* The City issued Request for Proposals (26-32RFP) for Disaster and Debris Monitoring Services on February 13, 2026.
o Advertised in the McKinney Courier Gazette
o Posted on McKinney TV
o 595 Bonfire vendor notifications

* Out of 595 Bonfire vendor notifications, three (3) proposals were received on March 19, 2026.

* The proposals were reviewed by staff from the Office of Emergency Management, Procurement Services, and Public Works for compliance, quality, and qualifications.

* Of the three (3) firms that submitted proposals, the two (2) top ranking firms were Tetra Tech, Inc. and Thompson Consulting Services, LLC. Tetra Tech, Inc. received the highest ranking, which makes them the primary contractor.
