ITEM SUMMARY: 

                     Short-Term Rentals (STR) are often defined as a residential dwelling unit that is rented for periods of less than 30 days to a person who is not the unit’s permanent resident. STRs have continued to increase in popularity since the late 2000s. While the exact number of STRs in McKinney is unknown, it is estimated that there are approximately 480 STRs in and around McKinney.

 

                     McKinney first discussed STRs at a City Council work session in January 2016. At the time, the City Council’s direction was to continue to monitor the STR industry and associated legal cases while addressing the potential impacts of STRs, including, but not limited to noise, trash/debris, and parking. The City Council discussed STRs at a work session again in November 2024. At that time, the City Council requested the creation of a registration program for STRs.

 

                     The proposed presentation will highlight the proposed STR program framework and identify differences in sister city’s registration programs.

 

                     A companion ordinance creating a STR registration program is on the City Council’s March 3, 2026, regular agenda for consideration.
