ITEM SUMMARY:
• The City of McKinney was presented the Mike Eastland Regional Cooperation Award on June 12th, 2026 at the North Central Texas Council of Governments 2026 General Assembly for our efforts to resolve the customer water rate premium issue.
BACKGROUND INFORMATION:
• The City of McKinney, in collaboration with the Cities of Frisco, Lucas, Melissa, Plano, Richardson, Rowlett, and Saches; and the Towns of Fairview, Little Elm, and Prosper; and Raftelis and Carollo Engineers worked together to reevaluate the 2020 agreement between the North Texas Municipal Water District (NTMWD) and its member cities. For more than 50 years, customers have paid a fixed premium of $0.05 per 1,000 gallons. Upon periodic review of the premium, a working group was formed to reevaluate the cost and create a more sustainable, unified approach. The meeting with the City Managers resulted in producing incentives for water conservation, established long-term, modest premium growth based on customer demands, and provided certainty and predictability embedded in the premium methodology directly into the customer contracts. The NTMWD and the Member and Customer Cities were awarded the Mike Eastland Regional Cooperation Award for their support to continued growth and prosperity.
